This article talks in depth about Braess's Paradox and how closing roads actually improves the price of anarchy. Analysis of New York and London have shown that 7-12 roads can be closed to improve time spent in traffic. Research found that drivers spend 30% more time on roads because they are driving with their own interests in mind and now what is socially optimal for the group as a whole.
