This is an excerpt from a book written by Steven Brams about presidential elections and decisions that are made by voters and candidates for a best possible outcome:

On page 98, talk of the best response of a republican candidate in the respective situation is discussed. In this case, it is in the best interest of the republican to "outspend democratic counterpart in the 3 smallest states, and to underspend democratic counterpart in the 2 largest states. This can be related to a best response, Nash equilibrium as proposed in game theory. Presidential elections are a huge application of game theory. Candidate always want to allocate resources and make decisions in a best response to those decisions made by his/her opponent.
